Jesús began his career in PEMEX in 1989. At the age of 26, he was posted in Washington, D.C. representing PEMEX Gas during the NAFTA negotiations and the deregulation of the natural gas market in the US. After a brief stint at a large US law firm, he returned to Mexico to open his own practice focused on Oil, Gas and Power, founding Rodríguez Dávalos Abogados (RDA) almost 20 years ago.

Mr Rodríguez is Chairman of the Mexican Rights of Way Association (ADDV). He has been Board Member and Secretary of the Mexican Natural Gas Association (AMGN) now for more than 19 years; legal advisor to the World Energy Council, Chapter Mexico, and founding member of the Mexican Energy Law Academy; as well as board member of several energy, sports and financial related corporations.

He has participated in many of the most relevant energy-related projects in Mexico, being a pioneer in his field. Some of these projects are: representing more than 16 natural gas distribution companies since 1995, including Mexico City and Monterrey LDCs; advising power generation companies since the year 2000, representing IPP, Cogen plants and renewable projects in more than 12 states in Mexico and in Central America; he designed all the regulatory and legal scheme of the first cross border wet gas pipeline and the first CNG project; he has represented several Central American and South American governmental agencies in drafting their energy regulation; he is the leading counsel for the Ramones Project, several JV between Pemex and an international energy corporation in their pipelines and storage ventures in Mexico for over the last 14 years; he led the Mier-Monterrey natural gas pipeline and the only 3 private LPG pipelines in operation; he represents several of the LPG CRE regulated import and maritime terminals; along with RDA’s team, he represents -since the first round commenced- more than 10 MCS and Incentivized contracts with Pemex; he also prepared the regulatory strategy of the first ethylene pipeline; he has led the right of way acquisition of more than 3,000 kilometres for pipeline and transmission lines; today Jesús and RDA represent more than 1,500 gasoline stations and refine products terminals and a LNG facility in the Gulf of Mexico.

Mr Rodríguez has a law degree from the Universidad Nacional Autónoma de México (UNAM). His last publications are Mexico’s Energy Reform, Applicable Legislation, published on November 2014 and Mexico’s Energy Reform, Regulations, published on April 2015.
