The Honorable Senator David Penchyna

Chairman of the Mexican Senate Energy Committee

Senator David Penchyna was born on the city of Pachuca in the State of Hidalgo on March 10th, 1965. He has a Law degree from the Universidad Nacional Autónoma de México (UNAM), and several postgraduate studies including a Posgraduate degree in Public Policy from the Instituto Tecnológico Autónomo de México (ITAM).
From 1986-1988 he acted as Technical Secretary for the Budget Commission of the Congress of the State of Hidalgo, and in that same period he was the assistant of the coordinator for the parliamentary group of the PRI in the Congress of the State of Hidalgo.
From 1988 to 1991 he acted as subdirector of Prerogatives and Political Parties of the Federal Electoral Commission.
From 1991 to 1992 he acted as an advisor to the governments of the States of Sonora and Querétaro and was also an advisor to the Viceminister of Government and Political development of the SEGOB.
From 1992 to 1993 he acted as Director of Housing of the Ministry of Social Development (SEDESOL).
From 1994 to 1995 he acted as Under Director of the INFONAVIT.
From 195 to 1997 he acted as General Director of the National Banking and Securities Commission (CNBV).
From 1997 to 1998 he was an advisor to the Mexican Central Bank (Banco de México).
From 1998 to 2000 he was General Sector Coordinator of the SEDESOL.
From 2000 to 2003 he acted as Representative in the Federal Congress in the LVIII Legislature, during which he was Secretary of the Social Development Commission and member of the Budget and Public Account Commission.
From 2005 to 2006 he was the Minister of Economic Development in the State of Hidalgo.
From 2007 to 2009 he was the Minister of Social Development in the State of Hidalgo.
From 2009 to 2012 he acted as Representative in the Federal Congress in the LXI Legislature, where was a secretary of the Commission of Treasury and Public Credit and acted as member of several commissions regarding public expenses.
He currently serves as Senator for the 2012-2018 term and is the chairman of the Energy Commission of the Senate.
