Mario Rodríguez-Montero has worked for the Mexican government for more than 25 years in the Ministries of Finance, and Trade and Industry and Energy. As a senior official, he has participated in bilateral, regional and multilateral trade agreements negotiations. In his diplomatic career he served as Minister of Trade and Fiscal Affairs of the Embassy of Mexico to the White House in Washington D.C., position similar to the one he holds now in Ottawa as Minister for Trade and Investment of the Embassy of Mexico to Canada. Mario also served as Principal Mexican Delegate to the Permanent Executive Committee of the Inter-American Economic and Social Council of the Organization of American States (OAS), where he was elected Chairman of the Special Committee for Consultation and Negotiation of this Organization. During his career as a government Official he has also held the position of Director General of International Affairs at the Ministry of Energy of Mexico and as Deputy Director General of the Mexican Institute of Intellectual Property.

During his professional career, Rodriguez-Montero also worked for thirteen years in the Mexican private sector. During the years he was VP of Institutional Relations in Grupo PULSAR, an important Industrial, Agricultural and Financial Group headquartered in Monterrey, Mexico; there he acted as a Senior Advisor to the Mexican private sector advisory committee during the negotiations of the North American Free Trade Agreement (NAFTA) and the Mexico –European Union Free Trade Agreement (TLCUEM). Also, during those years and as a result of the global participation of Grupo Pulsar’s companies in the area of Agro-biotechnology, Rodríguez-Montero was involved in the field of modern agriculture, focusing in negotiating the UN sponsored Protocol of Montreal for Food Safety that deals with the international public policy implications of Agro-biotechnology. During these negotiations he was elected as Co-Chairman of the Global Industry Coalition in Biotechnology, an institution representing the Agro-biotechnology seed industry.

In academia, in 1981-82, Rodriguez-Montero was Professor of International Trade Theory in the School of Economics at the Universidad Anahuac. Later also, for several years in Washington, DC, he was Instructor of the "Landegger" Executive Training in International Business Diplomacy at the School of Foreign Service at Georgetown University. In Monterrey, he conducted in the 90's the Center of the Future, responsible for general studies of social and economic exploration, and liaising with the Office of the Future Program of the Organization for Economic Cooperation and Development (OECD). Before coming to Canada, he taught the course on Regional Economic Blocks at the School of International Relations at the Universidad Anahuac del Norte.

He has been invited as a speaker by several academic and governmental institutions and international forums, among which the most noteworthy are: the ITESM, the ITAM, the Universidad of Las Americas, Georgetown University, Harvard University, the University of Indiana, and the University of Texas, amongst others. Furthermore, he has also participated as a speaker at Committees at the Honourable Congress of Mexico; Congressional Committees of the United States of America, the OECD, the OAS and APEC, amidst others.

Mario Rodriguez-Montero (born 3rd August 1949) was appointed Representative Minister for the Ministry of Economy of Mexico in Canada on October 2013. He currently resides in Ottawa, ON, Canada with his wife and they have two adult daughters.
