Changing the Culture of Government: How Ontario is Fundamentally Improving the User Experience

Ontario is facing unprecedented challenges. The government’s debt and deficit are diverting resources away from vital public services. At the same time, the public needs— and deserves—more from their government.

Building a smart, fiscally sustainable governing system that puts the people at the center of everything it does is at the core of the Hon. Peter Bethlenfalvy’s mandate. As President of the Treasury Board, Minister Bethlenfalvy spearheads the government’s transformational agenda, known as Smart Initiatives, which is changing the culture of government by focusing on better outcomes and improving how the people of Ontario interact with their government.

As we approach the province’s budget, Minister Bethlenfalvy will share how his efforts have spurred a fundamental shift in the culture of government.

Hon. Peter Bethlenfalvy

Peter Bethlenfalvy is Ontario’s President of the Treasury Board and MPP for Pickering—Uxbridge. He has served in senior leadership roles for a number of financial institutions including President and Chief Operating Officer of TD Securities (USA) and Co-President of DBRS.

During his time at Treasury Board Secretariat, the Ministry has led the Government of Ontario in transforming its audit and risk management functions, initiated Smart Initiatives and a variety of modernization projects, and established multi-year plans toward a balanced budget.

Throughout his career, Peter has been dedicated to ensuring long-term financial stability. In 2009, as Co-President of DBRS, his company led an extensive review of the Ontario Liberal government’s finances that culminated in a credit downgrade, expressing concerns that unsustainable spending would impact frontline services and hurt future generations.

He has served on the Board of Directors for many charitable organizations. In 2014, he joined the True Patriot Love Expedition to the magnetic North Pole in support of Canadian military families.

Peter holds both a Bachelor of Science and a Master of Business Administration from McGill University which included a year at the HEC School of Management, Paris; and a Master of Arts in Political Science from the University of Toronto.

Vassy Kapelos

Vassy Kapelos is the host of Power & Politics, based in Ottawa.
Prior to working at CBC, she was Ottawa bureau chief and host of The West Block on Global News. While covering federal politics, Vassy interviewed everyone from Prime Minister Justin Trudeau to NATO Secretary General Jens Stoltenberg. She’s covered and anchored multiple elections - both federal and provincial. Vassy has also reported on stories and events all over the world, from places like Rio de Janeiro, Iraq, South Korea and Japan, and reported on breaking news across Canada, including the fire in Slave Lake, floods in Manitoba and the shooting on Parliament Hill.
Before working in Ottawa, Vassy covered provincial politics in Alberta and Saskatchewan. She is the recipient of an Edward R. Murrow award for her work on a series called Code Red, which exposed the shortcomings of Edmonton’s emergency response system. Vassy was also part of a team that won an RTNDA Award for the documentary “16X9: Wives of ISIS”, which took an in-depth look at how young girls living in Canada are lured to Syria and Iraq to join ISIS.
During her downtime, Vassy loves to bake, read, avoid exercise and spend time with family, friends and her PVR.
