This keynote address from Canada’s Minister of Health will explore the nexus of a healthy community and of a strong economy and how health can be a driver of economic growth in a post-COVID, rapidly changing world.
The evolving geopolitical context, an aging population, climate change, the loss of biodiversity and emerging health threats like antimicrobial resistance are adding to the numerous health challenges we are facing. This keynote will outline how an improved and more resilient health system can be an economic and societal game changer.
Targeted investments focused on prevention, health equity, data, innovation, planning and improved health worker support lead to better overall health outcomes, which in turn promote economic growth by supporting Canada’s workforce and by boosting productivity.

Ranya El-Masri
Vice President of Government Affairs and Market Access

Ranya El-Masri joined GSK Canada in July 2018 as Vice President of Government Affairs and Market Access, is a member of the GSK Canada Commercial Leadership Team and the executive lead for the province of Quebec.
Following a successful start as an entrepreneur, Ranya joined the pharmaceutical industry in 1999. Working in various roles, including market research, sales and customer relations, Ranya rapidly demonstrated her expertise in the area of strategic planning and change management. Her ability to authentically connect with people and deliver results has established Ranya as a leader in the industry. Over the last two decades, she has led high performing teams to achieve success in several critical areas of the business; including health policy and government & external affairs. As a member of the Bio-Quebec board, she continues to be a strong voice on a number of life science committees.
Ranya holds a Bachelor of Science in physiology and a Master’s in business administration from Montreal’s McGill University. She recently completed an International Master’s for Health Leadership at the same institution. As part of her academic research, she focused on the governance and policy frameworks required to responsibly allow access to personal health data and enable the realisation of the promise of Artificial Intelligence healthcare; two of the most relevant and burning platforms of change in the Canadian healthcare landscape.
The Honourable Jean-Yves Duclos
Canada’s Minister of Health

The Honorable Jean-Yves Duclos is a Canadian economist, Member of Parliament and is currently Canada’s Minister of Health.
Jean-Yves Duclos studied at the University of Alberta, where he obtained a bachelor's degree in economics, followed by graduate and doctoral studies in economics at the London School of Economics. He was a tenured professor at Université Laval, where he also was the Director of the Department of Economics.
Jean-Yves Duclos was the president-elect of the Canadian Economics Association and was elected a Fellow of the Royal Society of Canada in 2014.
In 2015, Jean-Yves Duclos was elected to represent the riding of Quebec in the House of Commons. He has previously served as President of the Treasury Board and Minister of Families, Children and Social Development.
