Terence Bowles, President and CEO of the St. Lawrence Seaway Management Corporation (SLSMC), oversees national infrastructure worth billions of dollars that connects North America’s industrial and agricultural heartland to domestic markets and the rest of the world. The St. Lawrence Seaway and the five Great Lakes form a marine superhighway that supports $35 billion in business revenues and 227,000 jobs in the U.S. and Canada. As the Seaway opens for its 54th season, Mr. Bowles will discuss how the Great Lakes-Seaway shipping industry is collectively transforming its marine highway to play a key role in Canada’s economic strategy to expand its international trade relationships. Before taking over the helm of the SLSMC last year, Terence Bowles was President and CEO of Iron Ore Company of Canada. He brings a unique leadership perspective to the Seaway, having once been in charge of one of its major customers. Mr. Bowles is also President-elect of the Canadian Institute of Mining, Metallurgy and Petroleum, Director of the Chamber of Marine Commerce (CMC) and Director of Semafo, a publicly-traded mining company. He studied engineering at Laval University, has an MBA from McGill University, and has undertaken advanced studies at the Kellogg Graduate School of Management in Chicago and the London School of Business. The Internet promised an "information economy," but information is worth less than ever. While the companies that move information are thriving, those that actually create it - movie studios, record labels, newspaper companies - are struggling. Over the long term, this can't last. We can't have an working online economy without a market, we can't have a market without property rights, and we can't have property rights without some means of enforcing them. Technology executives often say that the Internet can't be regulated, that the spread of open communications technologies is inevitable. But that's not exactly true: While technological advances are inevitable, the ways we use them are up to us - specifically, network designers and the governments that mandate what they can do. In the case of the Internet, we have an open system with no enforceable rules. Ultimately, that's not nearly as good for users as it is for technology companies - which are running rampant over copyright, but also privacy, antitrust, and consumer protection laws. I'll talk about how we can regulate the Internet smartly, to preserve freedom and property rights without sacrificing innovation.
